Prof. Fogg’s first blog post, Promoting, not Discouraging, Tax Compliance, was published on October 30. Through this partnership with Forbes.com—which receives more than 26 million unique monthly visitors—Book and Fogg are sharing their expert commentary with a broader audience.
Along with VLS alum Stephen Olsen, who is an attorney with the West Chester PA firm Gawthrop Greenwood PC, Book and Fogg founded Procedurally Taxing in 2013 as a source of guidance on tax procedure and administration for practitioners, academics and taxpayers. The blog provides analysis and context reflective of their many years of practice in the area. The blog has grown remarkably in just over a year, has attracted some of the nation’s top practitioners and academics as guest bloggers, and draws many thousands of unique visitors per month even before its placement on Forbes.com.
A fellow of the American College of Tax Counsel and a recipient of the ABA Tax Section Spragens Pro Bono Award, Book is a national authority on tax procedure and tax administration. He is the successor author for the widely acclaimed Thomson Reuters treatise IRS Practice and Procedure. Fogg, who worked for over 30 years with the IRS Office of Chief Counsel, is a member of the ABA Tax Section’s Governing Council and a past Chair of the ABA Tax Section Pro Bono and Tax Clinic Committee, and is also rewriting select chapters in the IRS Practice and Procedure treatise, as well as the managing editor for the ABA published book on tax procedure, Effectively Representing Your Client Before the IRS.
