Institutional Portion Final Report

On December 27, 2020, the President of the United States signed the Coronavirus, Response and Relief Supplemental Appropriations Act, 2021. This Act provides emergency relief funds to organizations and individuals affected by the coronavirus pandemic. The Higher Education Emergency Relief Fund (HEERF II), found in Section 314(1)(a) of the CRRSAA Act, allows higher education institutions to use certain funds allocated by the Department of Education to support students and higher education institutions with expenses and financial needs related to the coronavirus (COVID-19) pandemic. The following information is provided by Villanova University as required by the Department of Education (“ED”) in order to comply with the reporting requirements under the CRRSAA Act. 

Institutions may use the funds for Recipient’s Institutional Costs to provide refunds to students for room and board, tuition, and other fees as a result of significant changes to the delivery of instruction, including interruptions in instruction, due to the coronavirus. Institutions also may reimburse themselves for refunds previously made to students on or after March 13, 2020, the date of the President’s Proclamation

$4,039,471 is the total amount of funds that the institution was awarded from the Department of Education pursuant to the institution’s Certification and Agreement for Institutional Portion.

$4,039,471 is the total amount disbursed under Section 18004(a)(1) of the CARES Act as of March 31, 2021.

During the 2020 spring semester, Villanova refunded $16,652,600 of meals and housing charges to students who needed to leave campus due to the COVID-19 pandemic. The HEERF II Institutional Portion of $4,039,471 provides a partial recovery of these refunds.
