This Chapter shall be known as the “Villanova University Chapter of Pi Alpha Alpha,” the National Honor Society of Public Affairs and Administration.
The purposes of the Villanova University Chapter of Pi Alpha Alpha shall be to encourage and recognize outstanding scholarship and accomplishment in public affairs and administration, to promote the advancement of education and practice in the art and science of public affairs and administration, and to foster integrity, professionalism, and creative performance in the conduct of governmental and related public service activities.
SECTION 1 - QUALIFICATIONS
Membership shall be limited to those of academic excellence and achievement and/or distinguished public service who are or have been enrolled or teach in public affairs or public administration programs, or who serve or have served in the public service, as specified below.
SECTION 2 - CLASSES OF MEMBERSHIP
Membership shall be limited to those who demonstrate academic excellence in public affairs and administration programs in NASPAA member schools and/or distinguished public service, and who fall within the following classes: student, alumni, faculty, and honorary. All membership is national membership with local chapter affiliation where appropriate.
(a) Student Membership
To ensure the Chapter’s annual programming can be effectively managed by the officers elected during the summer preceding the new Academic Year, students may be inducted from among those Master’s degree students who have maintained a GPA of at least 3.80 after one year of academic study, normally 18 credits for on-campus students and 24 credits for online students.
(b) Alumni Membership
Those who meet all the requirements of student membership but who have graduated before induction by the Villanova University Chapter of Pi Alpha Alpha may be inducted as alumni/ae members. Student members become alumni members upon graduation. If an alumni/ae member relocates to a city where there is another chapter, s/he may also affiliate with the other chapter.
(c) Faculty Membership
Any full-time member of the Villanova University Chapter of Pi Alpha Alpha is eligible for election by the Chapter to faculty membership.
(d) Honorary Membership
(1) Local Honorary
Any person who has achieved distinction in public administration and who possesses the distinguished qualities that Pi Alpha Alpha foster may be inducted to honorary membership by the Villanova University Chapter of Pi Alpha Alpha. No more than two local honorary members may be inducted each year without the express prior approval of the National Council.
(2) National Honorary
A person who has made a particularly distinguished contribution to public administration through practice or education may be inducted to national honorary membership according to the policies of Pi Alpha Alpha prescribed in Section 3(b).
SECTION 3 - NOMINATION FOR MEMBERSHIP
The Villanova University Chapter of Pi Alpha Alpha shall have a Nominating Committee which shall consist of three members, who shall be members of the full-time MPA faculty.
(b) National Honorary Membership
The Villanova University Chapter of Pi Alpha Alpha may nominate candidates for national honorary membership. The selection of the national honorees will be made by a majority vote of the national executive committee at the Annual Conference of NASPAA or as prescribed by National Council policy.
SECTION 4 - ELECTION OF CHAPTER MEMBERSHIP
Election to Chapter membership shall be by a two-thirds vote of the Nominating Committee, normally held in January and May, and invitations are sent to the nominees. To be inducted, students must complete the application form and pay the membership fee by the date required. The Induction Ceremony is ordinarily held during Graduation Week.
SECTION 5 - DUES
Each member shall pay such initiation fees and annual dues as may be prescribed by the National Council of Pi Alpha Alpha and/or the Villanova University Chapter of Pi Alpha Alpha.
SECTION 1 - OFFICERS
The officers of the Villanova University Chapter of Pi Alpha Alpha shall be a President, Secretary, and Chapter Advisor. The Chapter Advisor will report the names of these officers annually to the National Director of Pi Alpha Alpha. All officers shall perform their duties as prescribed by this Chapter and in accordance with procedures established by the National Council of Pi Alpha Alpha.
To accept nomination for a Chapter office, students must write and submit a brief biography (250 words) describing their qualifications for and interest in being elected to office. This biography will be sent to Chapter members for their consideration along with the ballot when voting for Chapter officers.
The President shall preside at all meetings and serve as the official representative of this Chapter. The President shall be elected by the membership from among the student members.
The Secretary shall act as President during the absence of the President, keep the official minutes of this Chapter, and other duties normally associated with this office. The Secretary shall be elected by the membership from among the student members.
(c) Chapter Advisor
The Chapter Advisor shall be selected by the MPA Program Director in consultation with the Chapter from among the full-time faculty members of Pi Alpha Alpha. The Chapter Advisor is the NASPAA Principal Representative, Treasurer of this Chapter, and will conduct all elections for the offices of Chapter President and Secretary. As Treasurer, the Chapter Advisor will collect dues, oversee and report to the Chapter about the budget, and forward the names of the Chapter’s officers annually to the National Director of Pi Alpha Alpha.
SECTION 2 - MEETINGS
Regular meetings of the Villanova University Chapter of Pi Alpha Alpha shall be conducted at least bi-annually. The first meeting will be held during the first weeks of the fall semester. The second meeting will be held in the weeks immediately following spring break. Special meetings may be called by the President or Chapter Advisor.
SECTION 3 - VOTING
The President and Secretary shall be elected annually, normally following graduation in May, and shall assume office immediately upon election. All current dues-paying Chapter student members are eligible for nomination to office and to vote in elections. All current dues-paying Chapter alumni/ae members are eligible to vote in elections.
All regular elections for Chapter offices will be conducted online and shall consist of at least two phases: 1) the nominating phase, where qualified members may nominate themselves or others for one office; and 2) the election phase, where the winner for each office will be determined by achieving a simple majority vote. If no winner emerges for either Chapter office in the election phase, a runoff election between the two candidates receiving the greatest number of votes will be held whereby the winner will be the candidate who accrues a simple majority of the votes. Should a vacancy occur in either office, it shall be filled by the runner up in the immediately preceding regular election or, if that candidate declines, by special election which the Chapter Advisor shall conduct as appropriate to fill the office as quickly as possible.
A simple majority of the membership present will be sufficient to act on business before this Chapter, unless specified otherwise in the adopted rules and regulations of the Villanova University Chapter of Pi Alpha Alpha and/or of the National Council of Pi Alpha Alpha.
SECTION 4 – ANNUAL CHAPTER ACTIVITIES
The officers of the Villanova University Chapter of Pi Alpha Alpha shall oversee all annual Chapter activities. These may include but are not limited to:
In collaboration with the MPA Program Director:
• to organize, sponsor, and co-ordinate the annual orientation program for new MPA students;
• to organize, sponsor, and co-ordinate the Annual MPA Fall Golf Tournament; and,
• to assist in the periodic Program re-accreditation process.
In collaboration with the Chapter Advisor:
• to organize and sponsor the election to the Chapter of new members;
• to conduct the annual election of officers; and,
• to conduct an annual fundraising drive of alumni members with the goal of building an endowment to pay Chapter dues, expenses for member pins, medallions, and to send delegate(s) to Pi Alpha Alpha biennial national convention.
In collaboration with MPA Faculty members:
• to organize, sponsor, and co-ordinate an MPA service project;
• to honor one outstanding public servant at the fall meeting;
• to host an annual public sector career and networking forum featuring Program alumni/ae; and,
• to honor one alumnus/ae annually at the spring meeting.
SECTION 5 - DELEGATE(S) TO THE BIENNIAL NATIONAL CONVENTION OF PI ALPHA ALPHA
The Villanova University Chapter of Pi Alpha Alpha may select a delegate to represent this Chapter in all business conducted during the Biennial National Convention. This Chapter may also designate more than one delegate to attend the convention, but shall be entitled to only one vote. The name of the Chapter member to cast this vote shall be reported by the Chapter Advisor to the National Director of Pi Alpha Alpha prior to the convention. The expenses of delegates shall be paid by the Chapter endowment fund and/or MPA Program, if available.
The Constitution of the Villanova University Chapter of Pi Alpha Alpha may be amended by a two-thirds vote of the active membership within a period specified by the President and Chapter Advisor.
